He thinks that appointingRead More an Office of Transparency and Accountability, where Garcetti and the City Council appoint 4 of the 5 members, will stop Garcetti and the City Council from gross incompetence and corruption. This report was more Mickey Mouse than anything else. For example, Garcetti's Hollywood Community Plan had a 70,000 page Administrative Record. After reviewing everything, Judge Goodman found that Garcetti and the Council had subverted the law. That was something which Mickey just happened to over look in his farce, A Time for Action. After all, Mickey is a downtown lawyer so he should be an expert on subverting the law. So you write a comprehensives report on how to fix LA and omit the most important event in the last two years!?! We've got 35 community plans. That would be 2,450,000 pages for this Office of Transparency to review if it limited itself to only the community plans and ignored the millions of other pages of nonsense. Even if the Office members were not all stooges of a corrupt city hall, they physically could not do the job. Only an idiot would make such a suggestion. And, what about Accountability? How does Mickey Mouse think the Office with no power will hold people accountable? They will write reports!!! WOW, Shock, I am certain Garcetti is cowering in fear. Oh, No, Heaven forbid, they will write a report! The biggest mystery is how this group of yahoos did not realize what fools, utter fools, they make of themselves with the Office of Transparency and Accountability. In fact Mickey could have shown the way for transparency by revealing his conflict on interest about the ports of Los Angeles and Long Beach. Transparency, I guess, is not for the rich and powerful. Just when one thinks this clown car of altercockers couldn't be more inane, they turn themselves to the matter of community plans. Do they mention that Judge Goodman just through out the prototype of all future community plans, the Hollywood Community Plan, as a subversion of the law? There is no mention that community plans are a compendium of lies with the single goal to justify giving more tax dollars to developers? What does the esteemed commission want? That the city should turn out these subversions of the law faster and faster -- "Do them all by 2020" cries the Commission. Some people act as if they just arrived from Mars; this commission beamed in from Uranus. They wrote "Plans were adopted almost two decades ago and haven’t been updated since. Without valid information it’s difficult to assess where, for example, to put bus stops or transit lines that reflect a community’s current circumstances and future needs." No one who is concerned with city government does not know that Garcetti is changing the law so that community plans will NOT monitor infrastructure! Not a word about THAT absurdity in Mickey's report. [BTW, The Hywd Plan was 26 years ago. Get a calculator.] This Commission and its *&@# Report merits all the derision and insults that one can muster. The idea that anyone would write such sheer balderdash is close to inconceivable. They have a right but lose that right if I am paying the city or some service to haul it away. It's against the law but I see no enforcement but then again I am not going to take food from the hungry or needy. I just wish they didn't rip the bags and throw my garbage everywhere in the process of searching for recyclables which I return personally. I don't have an answer but based on my observation this law is worthy of lawsuits and restraints of trade . The head of Youth Policy Institute, who helped coordinate the funds going to Hollywood and East Hollywood, is one of the biggest 'bundlers'/ fundraisers for both Obama and Garcetti campaigns. For Garcetti campaigns for many years..The designated Promise Fund Zones are not what you would expect..like South L.A., but rather Hollywood and East Hollywod, coincidentally (??) both areas where Garcetti boss, Millennium's proposed projects are. Millennium now will get big tax breaks and government funding for their Hollywood Cap Park in East Hollywood . Millennium's website and Millennium funded O'Farrell, whom Garcetti has now appointed head of Parks and Rec to assure Millennium Cap Park (above a freeway in earthquake country), goes smoothly, are bragging about this government windfall for Millennium projects. Councilmembers Parks and Price both acted appalled about these funds not going to their needier areas, which was all a 'show' for their disappointed and disgruntled constituents, since BOTH councilmembers most likely knew what Garcetti was up to..Price made a flowery speech the day city council voted to approve Millennium Vine projects, about how good for the area they are, and he did good for his Millennium boss who sat there smiling, as he was supported ($$$$) by them and the Millennium supported Hollywood Chamber for his city council bid. Both councilmembers voted Garcetti/O'Farrell way, supporting Millennium Vine projects and followed O'Farrell's lead to a unanimous vote for Millennium, now on hold due to the dangerous fault line strands underneath building site. If Garcetti can get government funds for his boss Millennium's controversial projects, that are so opposed (Vine St. projects) there are law suits against them, ..why can't he get them to pony up the money to fix our streets? There really needs to be an investigation here ..as there is just too much crooked stuff going on.

There were three huge shade trees along Hollywood Boulevard, but one of Garcetti's CRA projects wanted to have signage splashed across the front of the mixed-use project. Thus, these mature trees were cut down so that the public could see the retail signage. The project has been open for a year without a single retail tenant and with no trees. Look at all the trees Garcetti planted at the Metro Apartments on the S/E corner of Hollywood and Western. It's the null set. If you want a tree in front of your house, you have to plant it yourself AND pay off Garcetti for the right to beautify the City. No tree may be planted without the property owner first paying Garcetti a permit fee, but if you contribute enough to Garcett's political campaigns, the city will come and cut down any trees in front of a retail establishment. Why is it that Garcetti gives $67 Million in tax dollars to Korean Airlines, but wants us to raise city taxes on ourselves by $4.5 BILLION?

The problem isn't lack of education or not knowing what to look for. The issue is ENFORCEMENT Of the laws that protect minors from predators. The system is broken, corrupt and in need of a complete overhaul. Until and unless that happens, nothing is going to change. One more training class will assuage the guilt of those who should be reporting the crimes instead of looking the other way.

We were told WE should try to enforce the City's law because they laid off all their enforcement staff except one guy named Charles Boyd for the Valley and he does dozens of other things so he doesn't enforce LAMC 56.08. We were told WE should enforce the law by hand delivering DYK letters or WE should clean up our violating neighbors' parkways & sidewalks. We have been doing BOTH of these things...You see us every Thursday for FOUR years now cleaning the law breakers' messy parkways...mowing their weeds, trimming their trees, sweeping their sidewalks. AND, also every Thursday for FOUR YEARS we have been putting out orange cones and doing the City's street sweeping along Wilbur, Chatsworth, Tampa, Devonshire, Corbin, etc. DISGRACEFUL is all I can say. And, after I organized these Thursday volunteers, now I feel bad for them because I hate LA City so much that I am moving out of the state to a low tax state, Pennsylvania...no taxes on any form of pensions, SS, mandatory IRA withdrawals at 70, low sales taxes, low gas taxes, the best schools in the entire nation, and best of all beautiful parkways and medians...Yep, I couldn't take it any more. The good citizens will move away, and the people that don't give a rip will stay. I'm too tired to fight City Hall any more, they don't care, their priorities are the union campaign donations, that is #1 for them, not our services. The responsibility resides with unscrupulous landlords who are knowingly renting to illegal businesses. I don't think realtors should be the only ones held accountable, they're hired agents for the landlord. That's who gets the rent check. It's ultimately their responsibility to know who their tenants are and what they do in their building.
