State Sen. Price Authors Laws For Clinic Oversight, Cal Grants in 2011

Twelve of the 15 bills State Senator Curren Price Jr. authored were signed into law in 2011 and will go into effect on January 1, 2012.

In 2011, State Senator Curren Price Jr. (D-Los Angeles) authored 15 bills, 12 of which received Gov. Jerry Brown's signature.

“As Chairman of the Senate Business, Professions and Economic Development Committee, I am even more committed to working to create public policies that provide rigorous regulations and effective oversight of the numerous state boards to ensure the protection of the public,” Senator Price said in a news release.

Senator Price authored the following 12 bills, which will be signed into law on January 1, 2012:

  • SB 100: more oversight for "healing arts" and private outpatient clinics accredited by private agencies. The bill pertains to "clinics or other settings using certain laser or intense pulse light devices for elective cosmetic procedures." The impetus for the bill was the death of rapper Kanye West's mother in November 2007, 24 hours after she underwent surgery at a private outpatient clinic, according to a news release.
  • SB 107: reauthorizes the California Interscholastic Federation (CIF) and extends the sunset date to January 1, 2017.
  • SB 220: dependents are covered under a parent's group life insurance policy until age 26.
  • SB 294: requires CalPERS and CalSTRS to provide a five-year strategic plan for emerging investment manager participation and to report annually to the Legislature on the progress of the implementation of the plan.
  • SB 756: local agencies are allowed to prosecute sex offenders who fail to register according to current law. They are also required to show proof of residence upon request by a law enforcement agency.
  • SB 451: requires the California Student Aid Commission (CSAC) to give priority in its grant awards to students pursuing jobs or training in high-demand sectors. Every five years, CSAC must update the list of types of occupation training for which Cal Grant C awards may be used.
  • SB 509: authorizes school districts to purchase the newest instructional materials for pupils in all of the neediest schools, without incurring a duty to purchase these materials for pupils in the remaining schools in the district. Schools must use materials that conform to the latest standards and not use materials that have copyrights more than eight years old.
  • SB 539: extends the sunset date of the Board of Vocational Nursing and Psychiatric Technicians to January 1, 2016, and makes other changes.
  • SB 540: extends the Dental Board of California to January 1, 2016, adds one additional public member, and makes other various technical changes.
  • SB 541: authorizes the boards and bureaus within the Department of Consumer Affairs, as well as the State Board of Chiropractic Examiners, and the Osteopathic Medical Board to continue to utilize expert consultants without having to go through the formal contracting process. 
  • SB 596: consolidates the notice of the California Earthquake Authority coverage with the notice of available discounts of earthquake coverage into a single mailer, and revises the contents of the insurance claim related written notice. 
  • SB 706: makes numerous enforcement enhancements to the Department of Real Estate and the Office of Real Estate Appraisers; and requires licensing boards to post information about licensees on the Internet.
