The man, who was armed with a handgun, was killed, he said, adding that no officers were injured.
Joseph said the shooting occurred at the front of a large two-story, single-family residence with a large front yard.
Los Angeles County coroner's Investigator Kimberley Arnold identified the suspect as Robert Bandler, 75, who lived at the address where the shooting took place.
The residence is several blocks from the Hotel Bel-Air.
Paramedics responded to the scene but did not take anyone to a hospital, said Erik Scott of the Los Angeles City Fire Department.
Detectives with the LAPD's Force Investigation Division were investigating the shooting, Joseph said.
